When I am reviewing, I am addressing the writer from the perspective of the reader. My reviews are (usually) friendly, honest, and tactful.
When I am critiqueing, I am addressing the writer from the perspective of being an analyzer of the writing. These are, I believe, fundamental differences that should not actually be combined into the same work.
If I cannot do either honestly, I pass up the work and move on to another one. There are plenty of pieces in search of feedback, analysis, and comment. That's just how I do it.
