So, what's a "marketing plan"?

One of the publishers I'm looking at claims to want a marketing plan submitted with my query. What is it that they are looking for and what sort of format?

Plus, I think I read somewhere that at least some people think that a "marketing plan" should never be expected by legit "traditional" publishers.

As far as I can tell, this is legit and a respectable branch of Twilight Times Books. Any feedback or advice?
