The author of an item absolutely has the right to decide what the access restrictions on their items are. Reviews often quote from the item. Therefore, putting group-only reviews on the public review page can circumvent the author's wishes.

The group affiliation page is only a subset of the public review page, and is visible to people outside the group, so the same rules still need to apply.
