It only seems like that, like you don't need it. I find the assignments that feel like I'm doing them for nothing help me the most.
My novel, too, is set in modern USA, 2012. But when I was writing the cultural setting assignment, thinking about my character's strict religious upbringing helped me to explain his strong guilt feelings, although in the present story, this character is not religious at all and religion won't come up in the story.
Also you can look at cultural setting as the general stance of the characters as to where they stand in the world, class differences, beliefs etc.
