What about the lawmakers? E.g., in the US, Congress writes the laws. Police enforce the laws. Judges interpret the laws.

If the law is antagonistic, I would tend to blame the lawmaker over the law enforcement officer. In the US, I assign the biggest blame to Congress, because they debated over, chose and implemented the law. In some cases, judges and courts are also to blame because they decide laws that are ambiguous or missing. The law enforcement officers have the lowest level of blame, because even though they are the front-line enforcers, the ones directly antagonizing the law breakers, they're just doing their jobs. They're not permitted to make morality calls unless they want to be unemployed.

In theory, lol.
