Horrifying as that is indeed, I don’t think such a thing would be possible. Judging by what imaj wrote in “The Ones Who Got Away” when Frank created a portal to the banks, the sigils to summon it were linked to penance and Lurga. I assume the Banks are tied to Lurga itself in some way. Although, we don’t really know much about what exactly the Banks are, and I can’t imagine that changing.

The Stellae can be self-righteous pricks a lot of the time admittedly, and very paternalistic. That’s ok though. Makes it interesting, and makes it very plausible for them to end up as villains of the story in some situations.
