I don't think it's ever explicitly stated, but in "Into Another's Shoes" , Will paints the control sigil onto a layer of his chameleon mask, so I assume that the remote sigil is painted onto a blank mask, rather than manufacturing a whole new mask. Especially considering the sigil needs to be modified by the magician, so the remote and control sigils are synced up. Will is also noted as retrieving blank masks and sealant from Blackwell's for his experiments with that spell.
