No. It's not possible to do that automatically. It's really up to the contest owners to take a closed contest private when it isn't active. Some do, some don't.
If you use Browse by Type/Forums which defaults to the Recently Modified FIrst sort, the inactive contests are shuffled to the end of the search result. You can see the last modified date if you click the gear icon at the top right of the search page and choose Details for the display type.
The Contests page (linked under Community) shows when the plug was added to the list, and is displayed in chronological order. The older the plug, the less likely the contest is to be active. It's up to the contest owners to maintain their plug with current information.
