I think the issue is that you're approaching it from the idea of recruiting partners and thus you'd need to think about the possible downsides of putting someone too ambitious or too independent into a mask where they could potentially cause damage. In a story like that, then those are definite concerns. But the story is Will simply making doppelgangers. If Will makes a Doppel!Jelena, then he doesn't need to worry about her going off message. After all, she's a golem and has to listen to what he says unless he decides to ever jump into her mask.
