I am going to point out again, one person he can recruit that he doesn't hang out with because of the knowledge he gained from Kim is Cassie since she is in love with him and if he doesn't know how far she would go for him, or even if he could trust her, she would be someone easier to manipulate because she loves him.

I think those are the kind of people we should also talk about, people that either, not only those in position of power, but those that would like to change:

A someone that likes Will even if he doesn't know them (ie: Cassie)
or
B someone that would like to change their life, or likes magic (ie: Shelly)

This is also a reason as to why I pointed out Walberg, even though Will doesn't like him, if he helps Walberg with his mother that kinda gives Will leverage, but Walberg would need to caught Will in the act to enter as a conspirator.
