While I agree you should target the appropriate word count for the publisher/audience/genre, consider that you should also probably lose some words - possibly a lot of them - during the edit phase. Since you're not supposed edit during NaNo, it stands to reason that you should target a higher NaNo WC than the final submission manuscript will contain.
