That's already how it works.

You only see the "Give It!" link on badges that you have the rights to give out.

You will not see "Give It!" next to a badge that you don't have the access to give out.

In any case, you can't mistakenly give an "exclusive" badge that you don't have the rights to give... the badge system will not allow that.
