No, I do not believe UFOs/UAPs are from those civilisations. Why would a race intelligent enough to traverse light years of space come to a planet occupied by a bunch of over-evolved apes who have gone out of their way to destroy the planet they live on, their only home, and then only make contact through some people on their own with no power over government by buzzing their cars? Not one bit of that makes sense.
