Every level has some... There is a bug that randomly double awards the badge. I haven't been able to figure out how to prevent and a previous attempt to remove extras removed all the badges from everyone, which I spent many hours fixing. I'm just letting it live and everyone has an equal chance to receive an extra from the system randomly.  Anyway -- it's not just Moderators, it happens at every level... It just so happens that Moderators, due to their activity level, are most likely to not have missed any visit streaks, thus making them most likely to have "more than possible".
