I've been thinking about this, and all I can come up with is that I don't think I've ever recommended against a book.
It's not that I haven't read some stinkers, or even voiced my opinion about them. But "don't read this" feels awfully close to censorship, though I know it's not because it's still their choice. So I'm okay with saying "This book sucks," which is opinion, but not "Don't read this book."
That said, right at the moment I can't think of any books in particular that I've read that sucked.
