The extenuating circumstances thing basically means that you can write a statement saying you weren't working to the best of your ability, due to personal issues/reasons etc. and if you fail an exam, or come close to it, that statement can be taken into account and make the exam board feel sorry for you, therefore giving you the extra marks needed to pass. Obviously they have to be valid excuses though!
