Spying isn't as glamorous as James Bond makes it seem. All those television shows and movies tell you that a spy is a dashing, athletic man dressed in a tuxedo who flirts with the girls while hiding deadly gadgets in his watch. You know that the truth is more like being an undercover cop who just happens to work in foreign countries.
You adopt an identity and stay in that identity twenty four hours a day, even staying in disguise during the long hours of boredom when you are alone because extraction is not something that can be done just because you want a break. If you are transformed as part of your disguise, you cannot transform into anything else in the middle of a mission. You might be able to conceal one or two gadgets but you have to limit yourself to the most useful gadgets like weapons or communicators, not transformation technology.
Also, you don't have a chance to flirt with girls. There are pretty girls but you can't break character and risk being discovered. So flirting with the crime lord's pretty girlfriend is certain death, and not one of those contrived deaths that you might be able to escape from before the hourglass runs out of sand. You'd probably get a bullet through your brain before anyone asks if you were flirting or not.
Your target is a crime lord. Lucien Vincente leads a crime family in Colombia. He has been arrested several times but his lawyers are so slippery that he keeps getting out squeaky clean. Assassins and mercenaries have gone after him but he has escaped to then kill the ones who sent the assassins and mercenaries. To bring him down, you need to gather intelligence on him. You need to know a great deal about him such as how many people work for him, where does he keep his wealth, who is he planning crimes with. You need to go deep under cover, deeper than just posing as a housekeeper or a hired thug. You need to go where Lucien goes.
You are in a briefing deciding what kind of disguise you might try. You have ruled out all possibilities of going undercover as a man. You are going to have to undergo transformation. Even at that, you are about to rule out going undercover as a woman. Lucien already has a girlfriend and it would be almost impossible to replace her. It would also be nearly impossible to replace Lucien's mother. The list of women that are close enough to Lucien is short. You might have to go undercover as a pet or an inanimate object.
