It's a shift change in his protection detail.

Bill saw it was just a changing of the guard. They did this after sunset to give the morning guards a break. You didn’t recognize this new night team but they flashed their badges and had the right paperwork so the other guys accepted it and took off.
The new guys stood guard for a bit before one of them knocked on the door.
“Hey man you hungry? We picked up a pizza on our way here.” The guard said.
Bill couldn’t deny his hunger. This safehouse he was in sucked. He ate mostly re heated microwave meals which were tasteless. It was against the rules to open the door for anyone however except special Agent Milton. The TPD special agent in charge of your case. However...the rumbling in Bill’s stomach and the smell of the pizza outside was too much to resist.
“Yeah I’ll take a slice.” Bill said as he opened the door.
The second the door was open however the agents burst into the room grabbing Bill by the neck and shoving him against the wall.
“I can’t believe that worked.” The one gaurd laughing to the other.
“I know...you are a lucky one. We normally just kill our targets but The Surgeon said we couldn’t kill you, he had a special plan for you.” The other gaurd said pulling out a syringe filled with pink liquid.
“What the hell is that?” Bill called out.
“Doctors’ new bimbo forumla. The most powerful one yet. Just one full injection of this is enough to cause a permanent body transformation and totally rewrite your sexual desires and memory. You will become a total at headed Barbie bimbo with no memory of your former life. Good like testifying tomorrow.” The gaurds said laughing as they stuck Bill with the needle and began injecting him.
They had almost finished with all of a sudden there was a loud gunshot...
The gaurd injecting Bill suddenly fell over as the last 10% of the formula. The part designed to wipe his brain and memory fell to the ground and was destroyed....
“Freeze imposters!” The former gaurds from earlier had come back because one had forgotten their keys.
The other fake gaurd holding Bill released him as he suddenly reached for his gun. However not before the other two gunned him down as well....
Bill fell to the ground as his body was already starting to change...
“What the hell did they give you?” The real gaurds asked.
“Bimbo...formula....Oh...oh...God!” Bill cried out as looked down.
Two mounds were forming on his chest as he began to rip off his clothes.
Bills short dark brown hair was getting longer and lighter. It was growing rapidly down his shoulders. It grew all the past his back till it touched his butt. It also turned a bright platinum blonde color.
Bills hands were next as they shrunk getting smaller and dainty. His nails grew longer and feminine as they seemed to turn a deep red color.
His bones were cracking and snapping as his body reshaped. Getting smaller and shorter, while his hips grew wiser and butt grew larger and his legs longer and slimmer. His body turned to a total hourglass shape in a matter of minutes.His feet grew smaller as well as his toenails changed color too matching his fingernails.
The mounds growing on his chest had also formed definitive breasts and were growing rapidly. They surged past traditionally normal sizes quickly growing past DD cup status. Once they reached this level they seemed to lose their normal tear drop shape. They tuned round getting larger and larger hanging off his chest like two perfect spheres. When they finally stopped he had a rack any porn star would die for...
The final changes hit his stomach and crotch as his waist pulled in him and tight and flat tummy. Lastly his manhood shrunk and slithered away leaving only a smooth and feminine slit behind...
The change only last minutes but Bill was now in the body of busty blonde bimbo...
