The following explanation applies for the Power Rangers settings, as far as justifying the effect. Within every setting, a powerful mage was once sealed away, due to his terrifying powers; unlike the seal in Rita Repulsa, however, this mage was not able to live forever and all that is left is his power, concentrated within his amulet. As he was already aged and did not have much time left to live when he was sealed, he attempted to find the secret of eternal youth, so that he would never age and thus, never have anything to fear from anyone, able to learn how to be an even greater magician. He was sealed and died before he could do it; however, his magical medallion, the only remaining artifact, possessed all he ever knew about this type of magic... and the eventual breach of the seal will result in it finally working, somehow.
Because pretty much no Power Ranger protagonist is over 30, the medallion's youthening power reduces them to preteen age, although their memories are all retained; there is a possibility of a temporal backlash where the Ranger's companions all believe them to have always been children, rather than their original age. The medallion only works on male Rangers like this, and allows the Ranger to use some of the mage's magical powers... which is the excuse for all the 'big-boobed Pink Ranger' ideas that are bound to come after this one.
