Not everyone goes out on Halloween night. Some have other obligations, reasons to stay home, or stay at work. Others make the choice to avoid the holiday spirit; out of fear, laziness, or a general lack of enjoyment for the holiday. Pity or turn up your nose at the as you will; it's only one might, after all.
Still, even those who don't actively partake in the festivities can find themselves swept away in a wave of fear or thrills; for their lack of a costume, some unlucky sap is going to end up stripped naked on the most nightmarish of nights, blood pumping and heart racing whether they want it or not.
It probably won't improve their opinion of Halloween much, will it?
