A twist to this world

Not only people can lose their heads, but something twisted is coming this way. Like what if the bodies are dictators of this town. How about heads are the superior race, but they must stay detached as a price of independence for bodies? How about the heads are the equivalent as pets, communicators, or friendly tools that bodies use and take care of? How about how every head can float? The choice is yours.
