The average Joe getting the target on their back

Sometimes, its being in the wrong place at the wrong time. Sometimes its witnessing someones at their lowest that could put them in danger. Sometimes its just being caught in the cross fire when the target was someone else.

In the end, things happen, and sometimes people who had no business in certain situations become very much involved, whether it was on purpose or not.

So which type of normal civilian becomes more important in someone else's story?
