Lucy turns natsu into a woman, but why?

Option1: Lucy wants more lady friends to go shopping with

Option2: Lucy makes a bet with natsu and wins so natsu has to do anything lucy says no questions asked & lucy having grown up with maids has missed having some so she orders natsu to be her maid for a while with a standing order that none of the males are to know about natsu being turned into a woman and being a maid so if natsu was found out by gray for example natsu has to do something for gray to get his silence

Option3: Lucy wants natsu to understand what it's like to be woman so in order to do that she has natsu take her place in the arrange marriage (to a duke or duke's son cant remember extacly) that her father sent out
