Thoughts of floating

He decides to purchase an infinite tank of pure helium! He wanted to always see if he can float by his belly from a helium tank. He buys the tank and 3 days later the tank arrives. It's pretty tall to Loni but he gets it in and gets ready but then thinks. Should he do it outside or inside?
