I think that is because Will is a Sulva. While he can use his chameleon-like ability to nudge people to do what he wants, likewise he can also take on and inhabit the worlds he enters. Put Will in Fane and he will be an outstanding Fane operative; put will with Blackwell and he can easily play the apprentice.
