After thinking about who Will should pick, I came to the conclusion that he should only involve people he feels he can trust (that's the whole reason he turned Chelsea into a doppelganger). Beyond that there also needs to be a motive for him and his companions to help him achieve control over the student body. Because of that, it pretty much rules out picking anyone who is in the upper echelon of the school. Here are the people I think Will would choose:

Martha Prescott (Will's mom)
         I believe it was in the other discussion that someone insinuated that Will's mom was most likely good looking and popular and therefore has no clue about what Will deals with at school. What if Will came home one day with a black eye or bloody nose after an encounter with one of his bullies. Upon seeing his face, his mom asks him what happened and he proceeds to tell her. She gives him that parental advice that never works, and in his frustration, he wants to prove to her that she's wrong. He shows her the book, masks, and what they can do. The next day, Will's mom goes off to school as him and gets beat up even worse than Will did the day before. Now that Martha understands what he goes through, she agrees to help him influence the student body to make life better for kids like him.

         Possible impersonation(s) - Chelsea Cooper and Coach Puente
         Area of influence - Cheerleading squad, faculty

Caleb (Will's best friend)
         Caleb is the pick solely because he's Will's best friend and Will feels like he can trust him. They're both on the same rung of the social ladder so what benefits Will, benefits Caleb as well. In almost all the chapters where Will and Caleb work together he's a willing co-conspirator so it wouldn't be out of character for him to come along for the ride

         Possible impersonation(s) - Catherine Muskov and Coach Brooks
         Area of influence - Track team, party goers, faculty

Keith (Will's other best friend)
         The only person in this universe who gets bullied more than Will is Keith. He'll obviously have an interest in getting revenge on his bully Seth Javits.

         Possible impersonation(s) - Cindy Vrendenburg and Coach Gossett
         Area of influence - Seth Javits (Keith is really just here to bully Javits)

Stephanie Wyatt
         In all the chapters she's been in so far, Stephanie has been relatively reluctant to use the masks. However, if Will dangled the carrot of Marc Garner in front of her I think she'd jump at the chance.

         Possible impersonation(s) - Anita Nuevo and Coach Acuna
         Area of influence - Girls soccer team (much like Keith, Stephanie's main goal here is to make life for Hannah miserable while working her way towards dating Marc), faculty

Jenny Ashton
         Jenny is another character who, for the most part, has been reluctant to use the masks...except for the story line where she replaced Yumi. I think if Will can sell it right, he can convince Jenny to join him to make the school a better place.

         Possible impersonation(s) - Kelsey Blankenship and Coach Schell
         Area of influence - AP crowd, faculty

1) The three main omissions here are Andrea Varnsworth and Gary Chen. I don't know who would be brought in to replace them, but they are definitely two characters who need to be made into doppelgangers.
2) I gave each person a coach as a secondary impersonation. The reason for this was to a) have a way for everyone to meet during school without it looking odd (no one will bat an eye if Coach Puente needs to speak to Anita during 3rd period) and b) have a way to recruit students whenever they want.
