That's as "Fullscreen" as it gets. It maintains the width and columns where the content will be viewed.

The gist is that you don't want to design/create content without the left and right column when people will always be viewing it with the left and right column on the site. Hope this makes some sense... The good news is, you can click that "creative" mode tab up there and make use of the left and right columns for editing.
