I am not aware of any contest specifically for new forms on WDC. However, there is nothing to keep you from submitting new forms to any poetry contest in which a specific form is not specified.

Your second question is much trickier. I have "created" a couple of forms, but I find it hard to imagine that they have not been tried before. The most comprehensive source for poetry forms that I have found in 15 years is https://www.poetrymagnumopus.com/forum/21-reference-section/ . Many forms are very similar to others, but come from different national cultures.
